Artesia - The Tale of the Stoplight that Could
A traffic light is desperately needed at the First Street entrance in Artesia. So, why has Elm Ridge turned it down twice?

Felicia Pacewicz, Keith Antigiovanni and I recently attended the Artesia HOA annual meeting and had an opportunity to speak to a few Artesia residents. I appreciate that opportunity and it was interesting to see how other HOA's operate.
One of the Elm Ridge related items that came up several times was the (lack of a) light at First Street in front of Artesia. Several residents expressed a need for this light in order to be able to get out of the neighborhood - as traffic as horrible around 6:30AM and 5:00 PM. Both residents knew that this had been discussed at recent Elm Ridge meetings, and were struggling to understand why Elm Ridge didn't consider this a priority - being that it impacted their daily lives pretty highly and traffic backs up huge during rush hour.
Adding my thoughts, I am not sure I can make sense of that either, being that Elm Ridge does control one quarter of that intersection. Prosper has approached Elm Ridge several times asking for money to fund a light - which residents seem to agree would benefit them and their daily lives - but Elm Ridge has turned them down cold twice.
To use a simple analogy, when a shared fence falls down in between two houses, both neighbors should share the cost of repairs to that fence. It makes for good neighbors!
