Should Elm Ridge employees be able to profit off of the District?

As I was researching after mass last night, Mr. Google showed me something interesting.
If you Google Paloma Creek Districts, you come to their Water District page. You will see that Elm Ridge project manager Greg Wilkerson is listed as the General Manager of Paloma Creek WCID - as is his business “Blue Line Management and Consulting.” I believe this is the business Elm Ridge has hired to monitor water usage / water restrictions.
If you visit Blue Line’s home page, you see a couple of familiar Elm Ridge faces there - and one I didn’t expect to see, our current General Manager and former Board Member.
In my professional career, profiting off of your employer via outside employment would never be tolerated and would be considered a conflict of interest in most cases. There are strict controls about this in banking and an annual questionnaire for compliance / monitoring purposes.
How many people are profiting off of the Water District? Was this potential conflict of interest known to the public?
As a Board Member, I intend to push for a policy of strict compliance. No one working for Elm Ridge should be able to profit off their relationship with the District.
